Police Report Certificate, Domicile Letter, and Residence Certificate

After your visa, study permit, and stay permit are issued, you must also complete several local registrations to fully legalize your stay in Indonesia. The Office of International Affairs (OIA) at Universitas Padjadjaran will guide you through these processes.

Police Report Certificate (STM – Surat Tanda Melapor)

Description
The STM is an official document issued by the Indonesian Police certifying that a foreign national has reported their presence. It is a mandatory prerequisite for other administrative documents such as the SKTT.

Support from IO Unpad

  • IO Unpad can provide supporting sponsor letters and guidance.
  • However, the reporting process must be done individually by each student/researcher/lecturer.
  • Please note: the process may take time depending on the local police office.

Requirements

  • Sponsor letter from IO Unpad
  • Copy of passport
  • Copy of KITAS (Stay Permit)
  • Study Permit (if applicable)

Validity

  • Typically valid for 1–2 years, depending on the issuance date.
  • Must be renewed alongside the ITAS extension.

Domicile Letter (Surat Keterangan Domisili)

Description
A letter issued by the local village/ward office (Kelurahan/Desa) confirming the foreign national’s place of residence during their stay at Unpad.

Support from IO Unpad

  • IO Unpad can assist by providing the sponsor letter and coordinating with the RT/RW.
  • The submission to the local office, however, needs to be done by the student/researcher/lecturer individually.

Requirements

  • Sponsor letter from IO Unpad
  • RT/RW endorsement (facilitated with IO’s assistance)
  • Copy of passport

Processing Time

  • Normally issued within a few working days by the local village/ward office.

Note

  • The Domicile Letter is required to process the SKTT at the Civil Registry Office (Disdukcapil).

Residence Certificate (SKTT – Surat Keterangan Tempat Tinggal)

Description
Issued by the Department of Population and Civil Registration (Dinas Kependudukan dan Pencatatan Sipil, or Disdukcapil), which is the city/regency office responsible for population and civil records. This certificate formally registers you as a foreign resident. You can only apply after obtaining both the Police Report Certificate and the Domicile Letter.

Support from IO Unpad

  • IO Unpad can prepare the sponsor letter and provide detailed guidance.
  • The application must be done by the student/researcher/lecturer individually.
  • For Unpad students in Bandung or other regions, the process must be completed at the local Disdukcapil office (could be done on site or online).

Requirements

  • Sponsor letter from IO Unpad
  • Original STM (Police Report Certificate)
  • Original Domicile Letter
  • KITAS (Stay Permit) and Study Permit (if applicable)
  • Copy of passport
  • Passport-sized photos (various sizes, as required locally), usually: 4×6 cm, 3×2 cm, and 4×3 cm (provide three sheets each)
  • Completed application form from Disdukcapil

Processing Time

  • On-site: 5-7 days (Faster, recommended if possible)
  • Online: 1-2 months (Longer due to high applicant volume in the online system)

Validity

  • Valid until the expiration of the ITAS.
  • Must be renewed together with the ITAS extension.
  • During the ITAS extension, both STM and SKTT must be attached to the application.

FAQ

Q: Can IO Unpad apply on my behalf?
No. IO Unpad provides sponsor letters and guidance, but you must visit the police office, Kelurahan, and Disdukcapil yourself. However, should you face any problems during the application or reporting process, we will provide assistance. 

Q: Do I need to renew STM and SKTT?
Yes. Both must be renewed whenever you extend your ITAS.

Q: Why is the SKTT important?
It gives you a NIK (Indonesian ID Number), which is required for legal and financial activities like buying vehicles or property.
