Head of Navigation Law Masyarakat\nHukum Udara<\/em> (MHU) \u2018Society for Aviation Law\u2019 Dovy Brilliant Hanoto said,\nthe determination of flight ticket prices is a sensitive issue. Airlines must\nbe careful in announcing the increase of ticket prices to the public. The\nnumber released as ticket price doesn\u2019t just come out of nowhere.<\/p>\n\n\n\n \u201c[There] must be a basis of calculation explained by the\nairline,\u201d said Dovy in the public discussion \u201cBusiness Competition in the\nAviation Industry\u201d held in Tommy Koh-Mochtar Kusumaatmadja Auditorium,\nUniversitas Padjadjaran Faculty of Law, Jatinangor, Thursday (21\/3).<\/p>\n\n\n\n Flight rates are regulated by Ministry of Transportation\nthrough ministerial regulation (Permenhub). The rate is calculated based on\nmultiplication of the distance and basic rate.<\/p>\n\n\n\n What we call basic rate is the operational cost, direct or\nindirect, explained Dovy, direct cost includes airplane rent, hangar rent,\nairport rent, insurance, as well as the jet fuel \u2019avtur\u2019.<\/p>\n\n\n\n \u201cEven ticket printing cost is already included in the\nPermenhub. [Airlines] are not allowed to burden consumers with the ticket\nprinting cost,\u201d spoke Dovy.<\/p>\n\n\n\n Thus, Dovy pushed the Indonesian Business Competition\nSupervisory Commission (KPPU) to evaluate the flight prices problem based on\nits components.<\/p>\n\n\n\n \u201cWhat becomes the base behind the airline increasing the\nprices, is what we must observe. Although the current issue is the increasing\navtur price, we have to see it objectively,\u201d said Dovy.<\/p>\n\n\n\n KPPU member, Dr. Guntur S. Saragih, said that concerning the\ncase KPPU has done an investigation to a number of sectors related to aviation\nbecause the aviation sector does not only concern airlines.<\/p>\n\n\n\n At the airline level, KPPU has investigated flight tickets\nand cargo. Outside of airlines, KPPU also does an investigation to the jet fuel\nproducer sector, baggage, and did advocacy about airports.<\/p>\n\n\n\n \u201cThe efficiency or competitiveness of the aviation industry\ndoes not only concern airlines. [The efficiency of the aviation industry] also\nconcerns avtur, Angkasapura as the airport management. Unfortunately, we only\nfocus on the downstream problems, or what is directly in contact with\nconsumers, tickets,\u201d said Guntur.<\/p>\n\n\n\n The public discussion also invited the lecturer and Head of\nUnpad\u2019s Magister of Notoriety program, Dr. isis Ikhwansyah, S.H., M.H., CN.
