Chairperson of the West Java KPID, Dedeh\nFardiah, affirmed that West Java KPID was not prohibiting the screening of 17\nsongs, but rather limiting the broadcasting hours of the songs.<\/p>\n\n\n\n
“Many are misperceiving that we are\nbanning [the songs]. Even though we are only making restrictions and not\nprohibitions, ” said Dedeh in a public dialogue titled \u201cResponding to the Song\nBroadcasting Restriction of West Java KPID” held by the Communication,\nMedia and Culture Study Center of the Faculty of Communication Sciences in the\nOemi Abdurrahman campus of the Faculty of Communication Sciences, Jatinangor,\nFriday (8\/3).<\/p>\n\n\n\n
Dedeh explained that West Java KPID had\nclassified the 17 songs into the \u201cadult\u201d (D) category. The regulations for\ncategory “D” music state that the songs are only allowed to be\nbroadcast from 22:00 to 03:00 local time.<\/p>\n\n\n\n
According to Dedeh, the policy to limit\nthe 17 songs is in accordance with Law Number 32 of 2002 on Broadcasting. In\nthe aforementioned law, the KPI acts as the supervisor of broadcast content and\nhas the duties and obligations to accommodate and follow up on complaints,\nobjections, criticisms, and public appreciation of broadcasting.<\/p>\n\n\n\n
In addition, the KPID is also obliged to\nprovide protection and empowerment to women and children. “The interests\nof children must also be considered in broadcasts,” she added.<\/p>\n\n\n\n
Dedeh explained that the policy of\nlimiting broadcasting hours to 17 songs originated from public complaints\nregarding English-language songs considered to contain sexual content. The KPID\nhad received 52 public complaints since August 2018.<\/p>\n\n\n\n
The monitoring and review of songs\nbroadcast by broadcasting institutions in West Java was carried out throughout\n2018. The KPID also conducted a study by bringing in a number of experts, including\nlinguists and English literary experts, music experts, as well as communication\nexperts.<\/p>\n\n\n\n
Subsequently, the KPID conducted a\nre-assessment during a plenary meeting until finally issuing a circular\nregarding song restriction.<\/p>\n\n\n\n
Dedeh added that this was not the first\ntime that the KPID made restrictions for songs. In 2016, West Java KPID limited\nthe broadcasting hours of dangdut songs that were considered vulgar or\n“D” category.<\/p>\n\n\n\n
Meanwhile Dr. Eni Maryani, a lecturer and Chairperson\nof the Center for Communication, Media and Culture Studies at the Unpad Faculty\nof Communication Sciences, said that the policy of limiting the 17 songs was a sincere\neffort carried out by the KPID.<\/p>\n\n\n\n
“This case serves as an entry point\non how to make society pay attention to content and even regulations,”\nsaid Dr. Eni.<\/p>\n\n\n\n
Dr. Eni believes that many people are not\nvery familiar with the Broadcasting Law. “This case prompts [people] to examine\nthis particular law is and see what it encompasses,” she said.<\/p>\n\n\n\n
Other speakers were also present at this\npublic dialogue, namely legal practitioner Muhammad Zen Al Faqih, and musician\nHinhin Agung Daryana. *<\/p>\n\n\n\n
