Visa and Stay Permit Arrangements for Foreign Lecturers, Researchers, and Professional Visitors

Universitas Padjadjaran, through the Office of International Affairs, provides visa and stay permit assistance for eligible foreign lecturers, researchers, experts, speakers, and professional visitors who are formally invited, hosted, or employed by the University.

The appropriate visa category will be determined based on:

  • the purpose and nature of the activity;
  • the duration of stay;
  • whether the visitor will conduct research;
  • whether there is a formal employment relationship with Universitas Padjadjaran; and
  • the requirements of the relevant Indonesian authorities.

Applicants should not independently select a visa category before consulting their Unpad host faculty, inviting unit, or the Office of International Affairs.

Available Visa Arrangements

C10 — Short-Term Professional or Business Event Visit

The C10 visa is intended for individuals visiting Indonesia to participate as speakers, presenters, or resource persons at meetings, incentives, conventions, exhibitions, and similar professional or business-related events.

It is generally suitable for:

  • conference speakers;
  • seminar or workshop presenters;
  • visiting experts participating in short-term professional events;
  • guest lecturers delivering a limited number of sessions; and
  • other short-term academic or professional visitors who are not employed by Universitas Padjadjaran.

The C10 is a single-entry visit visa with an initial stay of up to 60 days. Its stay permit may be extended under the same sponsor, subject to approval from the Directorate General of Immigration. It is not intended for a formal employment arrangement or regular teaching duties. 

Required Documents for C10

Applicants must prepare:

  • a recent formal colour photograph with a white background in JPEG format;
  • a valid regular or service passport with at least six months of remaining validity;
  • the passport cover and identity page in PDF format;
  • a personal bank statement for the most recent three-month period showing a minimum balance of USD 2,000 or its equivalent;
  • Terms of Reference;
  • a travel itinerary; and
  • an invitation letter from Universitas Padjadjaran.

The Office of International Affairs may request additional documents depending on the applicant’s nationality, activity, duration of stay, or Immigration’s verification requirements.

E29 — Foreign Researcher

The E29 visa is intended for foreign nationals who will carry out activities related to a research project in Indonesia.

Before an E29 visa application can be processed, the foreign researcher must first obtain the required research approval or research permit from the National Research and Innovation Agency of Indonesia, commonly known as BRIN.

The Directorate General of Immigration classifies E29 as a limited-stay visa for researchers. The official requirements include sponsorship by an institution connected to scientific research and permission from BRIN. The current Immigration classification provides an initial stay of up to one year, subject to the validity and conditions stated in the issued visa and permit. 

General E29 Process

  1. The foreign researcher or Unpad host submits the required documents to the Office of International Affairs.
  2. The Office of International Affairs reviews the documents and confirms the research activity, host researcher, location, duration, and institutional affiliation.
  3. The research permit or approval process is completed through BRIN.
  4. After BRIN approval has been issued, the Office of International Affairs prepares the sponsorship and visa application documents.
  5. The E29 application is submitted to the Directorate General of Immigration.
  6. Any request for revision or additional documents is communicated to the researcher and the Unpad host.
  7. Once the official billing invoice is issued, it is forwarded to the researcher or the inviting unit.
  8. Payment is completed according to the invoice.
  9. The issued eVisa is delivered to the researcher and the Unpad host.
  10. Post-arrival stay permit and reporting requirements are completed where applicable.

Researchers must ensure that their activities, research locations, institutional partners, and research period remain consistent with the approvals issued by BRIN and Immigration.

E23 — Foreign Lecturer or Foreign Employee

The E23 visa arrangement applies to foreign lecturers, professors, experts, or other foreign professionals who will have a formal employment relationship or extended professional assignment with Universitas Padjadjaran.

This route is generally applicable when the foreign national:

  • is appointed or contracted by Universitas Padjadjaran;
  • holds an official position or job title;
  • performs regular teaching, academic, technical, or professional duties;
  • receives remuneration under an employment or service agreement; or
  • works for an extended period under the University’s sponsorship.

The Directorate General of Immigration classifies E23 as a work visa. Indonesian Immigration classifications also recognise work categories in education, including lecturers and professors. 

Before the immigration process can be completed, Universitas Padjadjaran, as the employer or sponsoring institution, must undertake the required foreign-worker process with the Ministry of Manpower. This includes obtaining approval of the Foreign Worker Utilisation Plan, or Rencana Penggunaan Tenaga Kerja Asing — RPTKA. Under Indonesian regulations, an RPTKA sets out the position, period, and planned employment of the foreign worker and must be approved by the competent manpower authority. 

General E23 Process

  1. The inviting faculty or unit formally proposes the appointment or assignment of the foreign lecturer or expert.
  2. The employment position, job description, work location, assignment period, funding, and contractual arrangement are confirmed.
  3. The foreign lecturer or the Unpad PIC submits the required personal and professional documents.
  4. The Office of International Affairs reviews the documents and coordinates with the relevant human resources unit.
  5. The RPTKA and other required manpower documents are processed through the Ministry of Manpower.
  6. Any manpower-related billing or document revision is communicated to the responsible unit.
  7. After the manpower documents have been approved, the Office of International Affairs prepares and submits the E23 visa application.
  8. The Immigration billing invoice is forwarded to the foreign lecturer, inviting unit, or designated funding unit.
  9. Payment is completed according to the official invoice.
  10. The issued eVisa and relevant employment documents are delivered to the foreign lecturer and the Unpad PIC.
  11. Upon arrival, the applicable limited-stay permit and local reporting procedures are completed.

Foreign lecturers may only perform activities that are consistent with the approved position, job description, work location, and period of employment.

General Application Procedure

Regardless of the visa category, the general process is as follows:

 

  1. The foreign lecturer, researcher, professional visitor, or Unpad PIC submits the required documents through the link or form provided by the Office of International Affairs.

  2. The Office of International Affairs checks the completeness, readability, validity, and consistency of the submitted documents.

  3. Incomplete or inconsistent documents are returned for correction.

  4. Once the documents are complete, the Office of International Affairs determines the appropriate visa route.

  5. The required internal letters, sponsorship documents, and external applications are prepared.

  6. Applications are submitted to BRIN, the Ministry of Manpower, and/or the Directorate General of Immigration, depending on the selected route.

  7. Any request for revision or additional documents is communicated to the applicant and the Unpad PIC.

  8. When an official billing invoice is issued, it is forwarded to the applicant, inviting unit, or responsible funding unit.

  9. Payment is completed before the invoice deadline.

  10. Once issued, the eVisa, research permit, manpower approval, work authorisation, or other relevant documents are delivered to the applicant and the Unpad PIC.

  11. Post-arrival stay permit and reporting procedures are facilitated where required.

Important Information

  • Visa assistance can only be provided for activities formally invited, hosted, sponsored, or administered by Universitas Padjadjaran.
  • The visa category is determined by the actual activity and legal arrangement, not solely by the applicant’s preferred visa type.
  • Applicants and inviting units are strongly encouraged to begin the process well in advance.
  • Processing times depend on document completeness and the verification process of BRIN, the Ministry of Manpower, the Directorate General of Immigration, and other competent authorities.
  • Government processing times cannot be guaranteed by Universitas Padjadjaran.
  • Visa and permit fees are subject to the official billing invoice issued by the relevant authority.
  • Names, passport numbers, dates of birth, and other personal data must be consistent across all documents.
  • Applicants should not purchase non-refundable travel tickets before the appropriate visa has been issued.
  • Holding a visa does not authorise activities outside the purpose, position, location, or period stated in the relevant approval.
  • Additional documents may be requested at any stage of the process.
  • Indonesian immigration, research, and manpower regulations may be amended from time to time. Applicants must comply with the regulations in force at the time of application.
